Historic building defaced with EIFS

The State of Virginia provided a grant for historic restoration. The siding was torn off with the idea the original stucco would be restored. EIFS was put on instead of stucco, ruining the historic appearance and authenticity. Note the control joint and synthetic finish. After working on historic buildings for over 50 years, this makes me want to puke.
The EIFS sticks out past the sill so water infiltrates. How can anybody pervert an historic building so badly ?
