I have purchased a house in Madison Indiana built around 1830 and remolded in 1850 with stucco (?) over original brick. The stucco is smooth and has been marked into large blocks attempting look like large limestone blocks. This is only on the front of my house. I want to restore this look. Please give me a place to start.

2. Does a bonding agent need to be applied before the color coat on a new stucco job like ours?

You have a real jewel there. Stucco scored to look like limestone block was popular in the early 1800's.
You may try contacting a qualified stucco contractor in your area and see what they think.
